1.Introduction to public bicycles in Suzhou
◆Earlyestablishment and fast development
The service of public bicycles started early. As early as in August, 2010, the first public bicycle sites were put into use in Gusu District.After more than eight years of rapid development, up to now, a relatively complete service network has been basically established. By the end of June, 2021, 3,339 bike rental sites have been set up in city proper(including Wujiang District), with a total of 97,670 bikes.
◆Considerate distribution of sites
Those sites are properly interspersed among the vicinity of rail transit, residential areas and large public places with a standard service radius of 300-500 meters. It has become an indispensable part of our city’s public transportation to solve the “last mile” problem with buses and rail transit.
◆Wide acceptance and preference of citizens and tourists
Citizens and tourists between 16 years old and 70 years old are offered easy access to get public bicycle cards. And the public bikes are now also available through a scan of the QR code. With the above convenience, users can rent and return public bikes with ease. By the end of June 2021, over 800,000 citizen cards and those for bike rental were issued in city proper and the daily average rentals are over 420,000. Among them, the average number of bike rentals through QR code was more than 300,000 times per day, and the average frequency of each bike was nearly 4.2 times per day. The service greatly facilitates the travel of the citizens. According to statistics, our public bicycle service is now among the best in the major cities nationwide. Citizens are increasingly dependent on public bicycles to travel in a “low-carbon and green” way.
2.（1）How, when and where to get a bicycle rental card and how to contact card offices
How to get a bicycle rental card?
1.Aged between 16 and 70.
2.Local residents present their ID cards, nonlocal residents present residence permits additionally, and those without residence permits apply for temporary cards.
3. Card application (according to provisions of Suzhou price service [2010] No. 161 document):
Personal card: 100-yuan deposit and 50-yuan consumption recharge.
Temporary card: 100-yuan deposit and 50-yuan consumption recharge.
4. Fill in the card application form truthfully and sign it.

How to open the public bicycle function of citizen cards:

2.（2）How, when and where to withdraw cards?
How to withdraw cards?
1. Please presenta valid certificate such as ID card and a receipt which is issued when you get the card.
2. After the information checking, the card will be reclaimed and the balance on the card will be refunded.
3. If the card is lost, the 20-yuan card fee will be deducted from the balance.
4. If the card is damaged, please change the card according to the regulations and then return the card.
5. Cards, except for temporary cards,can’t be returned within 24 hours after being issued.

2. How to replace, report the loss of and renew bicycle rental cards
1. Replacement
(1)If cards fail to function due to non-artificial factors, you can come to card offices for replacing cards for free when you don’t rent any public bicycles. Otherwise, bicycles should be returned before free replacement of cards.
(2) 20 yuan should be paid for a new card if your card is damaged for bending, punching or other artificial damages.
2. Loss
（1）Please call theservice hotlines immediately after losing your card. After checking relevant information,relevant workers will make an oral report of loss immediately.
（2）Please cancel the report of the loss with your ID cardatthe card offices as soon as possible if your card is retrieved.
3. Cards Make-up
（1）After the report of loss is done, you should fill in a registration form for anew card at the card offices.
（2）20 yuan should be paid for the fee of the new card.
（3）Information and balance of the previous card will be automatically transferred to the account of the new card.
3. How to deal with compensation concerning damage or loss of public bicycles
300 yuan should be paid as the compensation (the deposit on one bicycle) at the management center ifthe bicycle is lost.
4. The charging standard of borrowing public bicycles
Card Application (according to provisions of Suzhou price service [2010] No. 161 document):
Personal cards: 100-yuan deposit and 50-yuan consumption recharge
Temporary cards: 100-yuan deposit and 50-yuan consumption recharge
Free to ride bicycles within 1 hour each time. 1 yuan per hour will be charged for the overtime (after 1 hour, 1 yuan will be chargedfor part hour). For the card owners in the previous Industrial Park, it is free to ride bikes within 1.5 hours each time. 20 credits per 1.5 hours will be deducted for the overtime (after 1.5hours, 20 credits will be deducted for part hour).

Basic bike renting procedures:

(1) Please present effective credentials and get them registered;
(2) Pay 100-yuan deposit and 50-yuan consumption recharge;
(3) Receive your bicycle rental card;
(4) Get a bicycle by swiping your card to unlock its smart locker;
(5) Finish borrowing and start your bicycling.
Two tips about bicycle rental:
◆ Apply for cards, cancel cards and refund the deposit at the bicycle rental offices;
◆ Borrow and return bicycles at rental areas.

Steps to borrow bicycles via bike rental cards:
1. Please put your cards flat on the card swiping area of public bicycle locker.
2. Take out the bicycle within 20 seconds on hearing the voice prompt “qingquche” ( “Please get your bike”),and then you can ride it.
Steps to return bicycles:
1. Push bikes into the bicycle locker.
2. Keep the rental card on the card swiping area for about 5 seconds.
3. Withdraw your card on hearing the voice prompt “huanchechenggong, qingquka” (“Thebike has been returned successfully.Please remove your card.”)
Possible problems of and respective solutions to pubic bicycle renting
1.You swipe the card too quickly or place it improperly. In such cases, try againand then take out the bike after hearing voice prompt “qingquche” (“Please take your bike.”)
2. Bikesare placed improperly in their parkingpiles. In such a case, place them squarely, push them forward a bit and then swipe your card to take them.
3. One bike has already been rented via your card and yet not returned. You should return the bike before the second rental.
4. Hearing the voice prompt “tongxunguzhangzantingshiyong”(“suspension due to communication malfunction”). Please choose another.
5. When one has many bike rental cards, it’s unallowable to borrow two or more bikes via only one card at the same time.
6. No voice prompt or indicator lights have any reaction while you swipe cards, try another bike. If necessary, please go tothe card officeswith identity card for replacement of card.
7. The balance of the card is insufficient. Recharge is required before renting bikes.
Solutions to problems of returning bikes
1. When you find it tough to pull the bike into the parking pile, please checkwhether yellow blot pops up at the exit and entrance of the locker. If not, please contact the management center.
2. When the lockers keep locking bikes, these bikes should be pushed slowly in the piles, not reaching the end of the parking piles.
3. When the parking pile fails to function, please try another or contact the maintenance workers through hot lines.
