  Legal basis:

  Administrative regulations: Marriage Registration Ordinance (State Council Decree No. 387)

  Article 2.2 Marriage registration of Chinese citizens and foreigners, of residents of mainland and residents of Hong Kong SAR (hereinafter referred to as Hong Kong residents), residents of the Macao SAR (hereinafter referred to as Macao residents), residents of Taiwan (hereinafter referred to as Taiwan residents), and overseas Chinese, be transacted by civil affairs departments of the provincial, autonomous regions and municipalities government or authorities designated by the civil affairs departments.

  Conditions required for application:

  Meet the requirements of the Marriage Law, Marriage Registration Ordinance, and Marriage Registration Interim Standards of People’s Republic of China.

  Necessary application materials:

  1. Mainland residents: household register and ID Card

  2. Hong Kong residents:

  (1)Mainland Travel Permit for Hong Kong and Macao Residents or Home - Visiting Certificate

  (2)Hong Kong ID Card

  (3)Notarized statement by Hong Kong commissioned notary of no spouse, no lineal relationship and collateral relationship within three generations with the other party.

  The Statement valid within 6 months from the date of issue (Hereinafter the same).

  3. Macao residents:

  (1)Mainland Travel Permit for Hong Kong and Macao Residents or Home - Visiting Certificate

  (2)Macao ID Card

  (3)Notarized statement by Macao notary of no spouse, no lineal relationship and collateral relationship within three generations with the other party.

  4. Taiwan residents:

  (1)Mainland Travel Permit for Taiwan Residents or other valid travel documents

  (2)Valid ID Card

  (3)Notarized statement by Taiwan notary of no spouse, no lineal relationship and collateral relationship within three generations with the other party.

  5. Abroad and overseas Chinese:

  (1)Valid passport

  (2)Statement issued by notary of the country of residence, and certified by Embassy/Consulate of China of no spouse, no lineal relationship and collateral relationship within three generations with the other party.

  6. Foreigners:

  (1)Valid passport or other valid international travel documents

  (2)Statement issued by notary of the country of residence, and certified by Embassy/Consulate of China or by the country’s Embassy/Consulate in China or Embassy/Consulate of the country of residence in China of no spouse, no lineal relationship and collateral relationship within three generations with the other party.

  Statement by country that has no diplomatic relations with China be certified by Embassy/Consulate of the third country that has diplomatic relations with both that country and China, and by Embassy/Consulate of China in the third country or Embassy/Consulate of the third country in China.
